Energy Regulatory Commission

The ERC is the independent, quasi-judicial regulatory body created under the EPIRA with the function to promote competition, encourage market development, ensure customer choice and penalize abuse of market power in the restructured electricity industry. It has the authority, among others, to enforce the implementing rules and regulations of the EPIRA and the rules governing the operations of the WESM and activities of the WESM participants; establish and enforce a methodology for setting transmission and distribution wheeling rates and the retail rates for the captive market of a distribution utility; issue licenses and permits; set and enforce technical and financial standards for industry participants; and monitor, investigate and take measures to penalize violations of rules and regulations.
