Quality, Environment, Safety, and Health
First Gen’s operations are subject to extensive, evolving and increasingly stringent safety, health and environmental laws and regulations that aim to address, among other things, air emissions, wastewater discharges, treatment and disposal of toxic or hazardous material and chemical wastes , workplace conditions and employee exposure to hazardous substances.
First Gen is committed to operating and maintaining its facilities in a manner that ensures compliance with all aspects relating to safety, health and environmental laws and regulations. Emissions of carbon monoxide, nitrous oxide, sulfur dioxide and particulate matter from Santa Rita and San Lorenzo are all well below the standards set by the Philippine Clean Air Act. Santa Rita and San Lorenzo’s air emission levels are monitored through a Continuous Emissions Monitoring System (CEMS) installed at the individual stacks. Water discharge levels are tested in-house on a weekly basis and quarterly by an independent laboratory — Intertek Testing Services, Inc., — and validated by a multi-stakeholder monitoring team to ensure compliance with the Philippine Clean Water Act. Noise emission levels are likewise tested monthly by company personnel and validated quarterly by the multi-stakeholder team to confirm compliance with the set standards.
In 2004, the Santa Rita and San Lorenzo plants were awarded the Don Emilio Abello Energy Efficiency Award by the DOE. In addition, the Santa Rita and San Lorenzo plants comply with standards, set by the International Organization of Standards (ISO) of Geneva. Both plants are certified for compliance with ISO 9001:2015 (Quality Management), 14001:2015 (Environmental Management), and OHSAS 18001:2007 (Occupational Health and Safety Management).
In November 2006, FG Bukidnon Power Corporation (FG Bukidnon) was certified compliant with the requirements of its Integrated Management System (IMS) covering ISO 9001:2000 (Quality Management System), ISO 14001:2004 (Environmental Management System) and OHSAS 18001:1999 (Occupational Health and Safety Management System) standards. Subsequently, FG Bukidnon’s IMS was recertified for the compliance to the requirements of the updated versions of these three (3) standards – ISO 9001:2015, ISO 14001:2015, and OHSAS 18001:2007. The certifications were given by TÜV SÜD PSB, a Philippine subsidiary of Munich, Germany-based TÜV SÜD AG, a leading service provider for a comprehensive and integrated suite of product testing, inspection, and certification services.
In June 2009, Certification International of the Philippines (CIP), an accredited ISO certifying body, certified First Gen Hydro Power Corporation as compliant with the requirements ISO 9001, ISO 14001 and OHSAS 18001. To date FGHPC is certified to the latest version of the three international standards for Quality Management System (ISO 9001:2015), Environmental Management System (ISO 14001:2015) and for Occupational Health and Safety Management System (OHSAS 18001:2007).
In December 2011, FG Hydro likewise received a special citation from the Don Emilio Abello Energy Efficiency Award by the DOE as a result of the Pantabangan Upgrading and Rehabilitation Project (PRUP) — a project which resulted in an increase in capacity of the Pantabangan plant from 100 to 120.4 MW.
In 2017, First Gen underwent the rigorous recertification audit conducted by AJA Registrars (Phils.), Inc., the local affiliate of UK-based independent certification body AJA Registrars Limited. The recertification audit checked First Gen’s conformance with standards set under ISO 9001:2015 (Quality Management System). AJA Philippines completed the recertification audit without finding any nonconformance in the Quality Management System (QMS) of First Gen, thereby reaffirming First Gen’s adherence to the standards set by the ISO.
